Sometimes I hit "Play" in Finale, and the instruments are out of sync with each other. Is there a way to get instruments to play in strict time according to my indicated tempos? But retain every other aspect of Human Playback (like being dynamically expressive)?

How far out of sync? Anything greater then 5ms is unacceptable to my ear.

Try setting "Rhythmic Feel," "Rubato" and "Mood" to zero in HP, also "Automatic expression." If that solves the problem, re-enable them one at a time to determine which is the culprit, after which you can make an adjustment. I always use a custom HP setting, since all my audio ends up in a DAW (I solo each instrument in Finale's mixer and save the audio to obtain high quality WAV files that are better processed in an audio editor). Audio tracks imported into an audio editor let you visually examine them, see how the waveforms line up with each other. The free but excellent Audacity app not only lets you sync tracks but also add a myriad of effects, like crescendos, ralls, etc.
