In the middle of a score, I added an expression with channel pressure set to 127 for a vibrato effect, after which I created another expression (suano ord.) with channel pressure set to zero to terminate the effect. Since the latter fails to end the effect, I deleted the two expressions; but the vibrato effect remains and imposes itself throughout the whole document.

I cleared the MIDI Data, selected HP as None, reassigned playback sounds, closed the document, exited and rebooted my computer; but the effect remains. The only way I can get rid of the vibrato is to change instrument, changing SmartMusic/Steel Guitar to Garritan/Acoustic Guitar. Is there anything else I can try to remove the vibrato effect?

Have you shut down whatever is playing the MIDI output?

Perhaps you can attach your file.

Attached is page 1 of the score. The vibrato effect was added to a note on page 5 but imposed itself on the entire document. Removing the effect as well as deleting the indication in the Expression tool failed to remove the vibrato. Assigning the instrument to the next available bank in Score Manager helps eliminate the effect but not completely.

No vibrato for me playing that with GIFF or SoftSynth ("SmartMusic" steel guitar), I'm afraid.

I discovered that a bank on my system gets indelibly corrupted by adding an expression with channel pressure, for I can replicate the issue.

Since I record my scores live and use the playback solely for auditing and for reference to timing correction (with Melodyne or Ableton), I can live with the little vibrato that remains after I select a different bank. Thanks for taking a look.

Have you tried shutting down and powering off?

I closed Finale and rebooted my computer, but the vibrato effect remains. I believe it is a bug as the problem can be replicated. Assigning another instrument with channel pressure to a note for a vibrato effect is irreversible as it permanently affects the bank.

By selecting the next available bank in Score Manager--in my case switching from bank 1 to bank 2--reduces the vibrato about 90%. So it seems Finale suffers internal bleeding, if the music is not kept at its simplest.

Again, did you turn the power off? If something is loaded into a bank of memory, just rebooting may not clear it.

I closed Finale and shut down my computer before rebooting it. When you say "power off," do you mean to shut down my laptop and remove the battery?

I meant "shut down" as opposed to "reboot." If it's easy to remove the battery, though, that might be worth a try.
