In the manual I find this sentence:
"On rare occasions, you may encounter a situation called MIDI lock, in which your synthesizer is “stuck” on a certain note or chord."
But in my experience I can get a MIDI lock every 5 minutes!
I have a 24" 2.8 GHz iMac G5 with Mac OS X 10.5.1 and 2 Gb RAM
and Finale 2008a.
I have tried 3 different USB keyboards, all with pretty much the same result. I prefer using a new Edirol PC-50.
I'm writing a score with 18 staves, feeding the notes by Speedy Entry.
Not speedy at all!
Sometimes it gets unstuck if I do a Save.
But most of the time I have to click All Notes Off.
Can anybody help?

Try clearing out your preferences:
Close Finale.
Go to your MAC HD >> App Folder >>Users Folder >> Your User Folder (house) >>Library Folder >> Preferences Folder.
Drag the Finale 2008 Preferences File to the trash.
Empty the trash.
Restart and test Finale.

Nothing wrong with the driver!
Would you believe that the old mouse was the culprit?
Not easy to guess since the MIDI lock always took place at least half a minute after I had used the mouse;
I feed most of the notes using only the MIDI keyboard and the numeric pad.
But when I bought a new mouse, the problem disappeared.
