Rests don't display properly

Hi I am using Finale to write modern music pieces that the time signature changes a lot.
And the following happens, Finale uses a full rest while in a 2/4 time signature and the SAME full rest in a 3/4 time signature...
Is there anyway of fixing this?

Welcome to the forum.

What Finale is doing is correct, according to The Essential Dictionary of Music Notation:

"With the exception of 4/2 and 8/4, the whole rest is used to signify a complete measure of rest in any time signature."

If you don't want this, you would have to enter rests manually.

Another option would be de-selecting the option “Display rests in Empty Measures”.
Then the empty measures will appear blank (= no rests at all).
