Finale 2014.5 will not recognize Tascam 2x2 on startup

Windows 10 recognizes the new soundcard Tascam 2x2, and Finale 2014.5 DOES recognize it AFTER I unplug it from the USB connection and then plug it in again. Strange and annoying.

Contact customer service on this one. They need to know the configurations that are causing problems.
