problem with a pedal tone

I'm having trouble with a pedal tone sounding. In the attached JPG, it shows two voices in the soprano, two in the alto. The high pedal tone in voice one in the soprano will NOT sound (when the whole note begins in the new measure) when I do a playback. The low pedal tone in the voice two in the alto WILL sound when I do a playback at all times.
I don't really wish to create a separate voice for the upper soprano; anybody got any ideas?
