From Sibelius, export as a MusicXML file. Import the MusicXML file into Finale by using Finale's Dolet plug-in.

The link for this Finale Dolet plugin is : http://www.recordare.com/finale/index.html
As for what it offers and its limitation to Windows, here is what the site says :
" Dolet™ software uses MusicXML to provide a "universal translator" between music notation programs...
Dolet for Finale is a plug-in for Finale 2000 to 2004 for Windows. Use Dolet to:
* Import music scanned with SharpEye Music Reader into Finale
* Read Sibelius files into Finale (requires Dolet for Sibelius)
* Exchange music between MuseData and Finale
* Read files created with TaBazar, abc, Nightingale, and many other formats into Finale (required third party software)
* Exchange music created in later versions of Finale with users of earlier versions of Finale (back to Finale 2000).
The converter is a plug-in for the Finale notation program. To use it, you must have Finale 2000 or later installed on your system. The plug-in runs on Windows only. A Macintosh OS X version is under development for Finale 2004."
And the company that makes Dolet, Recordare LLC, posted the following info on another forum :
" If you don't have access to a Windows version of Finale, we can do the translation for you:
http://www.recordare.com/xml/translation.html
We plan to have an OS X version of Dolet for Finale ready to beta test soon after Finale 2004 is released. "
