When you go from one one stave to another, it places rests in any unused space on the stave you were on before, and it appears you have to use eraser when you want to go back and place notes there, unless there is someway to change this i don't know about.

It would be nice if all staves continued to alow notes to replace rests so you never have to switch tools while entering notes.

(Assuming that you are referring to Finale 2006)

1. If your document was created from the Default File, it displays whole rests in all empty measures.
It's a setting in the Staff Attributes for each staff (Staff Tool, double-click the staff):
"Display Rests in Empty Measures".
You can toggle it off by deselecting the check box.
These whole rests are not real whole rests (= the rests are truly empty).
In the "Finale Language" they are called "Default Whole Rests".
Finale has a plug-in for changing "Real Whole Rests" to "Default Whole Rests", and another plug-in for changing "Default Whole Rests" to "Real Whole Rests".

2. However, when you tell that Finale "places rests in any unused space on the stave you were on before", I suspect that you mean "rests in any unused space on only the measure you are leaving".
This is a setting in both the Simple Entry Tool and in the Speedy Entry Tool.

In the Simple Entry Tool you can toggle it off this way:
Simple menu > Simple Entry Options...
Deselect "Fill With Rests at End of Measure".

In the Speedy Entry Tool you can toggle it off this way:
Speedy menu > Speedy Options...
Deselect "Fill with Rests at End of Measure".

If you deselect the option "Fill with Rests at End of Measure", you might like to use the plug-in Check Region for Durations to check a selected region for any measures that have too few or too many beats.
