I have 2 things that drive me CRAZY in Finale!
All other programs make good intuitive use of the Right mouse button (Windows). What's up with FINALE? [ver. 2003]
When I try to edit a Time Sig. or a Key Sig., I'd like to be able to Right Click on the "Sig" and edit it. Instead, I have to hope, pray, and double click many times, hoping for the Finale "spirits" to open the dialog box.
As a teacher, I used to use (and sometimes still have to) an old OLD, REALLY OLD DOS program called MusicPrinterPlus to created tests. I sometimes like to create "incorrect" measures with too many or not enough beats for the students to fix.

Good news:
1. Finale 2008 has many context menus, including Time Signature Tool and Key Signature Tool context menus.
Perhaps you should consider an upgrade to Finale 2008.
2. You can create "incorrect" measures with too many or not enough beats.
In the dialog box Time Signature, change the time signature to the number of beats you need, click the button "More Choices", and set the time signature to display as 4/4 or whatever you wish.
