Save to Bitmap, JPG, and PGN!!!

That's pretty much it, so that you can save them as picture files. When you're passing music around that way, it's viewing only, there are no compatibility issues, and anyone that doesn't have Finale can view them. (Even posting it on the Internet.)

Actually this is already possible.
Not with Finale only (you need other software in combination with Finale), but it is possible.
When you're passing music around that way, it's viewing only, there are no compatibility issues, and anyone that doesn't have Finale can view them. (Even posting it on the Internet.):
1) You can print to a PDF file.
Anyone that has Adobe Reader (and who doesn't?) can open and print a PDF file.
2) With Finale's Graphics Tool you can export as a graphic file.
Not in the graphic file formats you mention (Bitmap, JPG, and PGN), but you can use other software to convert the graphic.
By The Way:
For posting it on the Web, consider using the GIF format.
GIF gives a smaller file size than Bitmap, JPG, and PGN.
