Default Whole Rests and Chords

Chords must be attached to notes and real rests.

When one tries to create or copy a chord to a Default Whole Rest, Finale does nothing. The program should assume that you know what you're doing, automatically convert the Default Whole Rest to a Real Whole Rest, and allow the chord to be entered.

When copying a chord, if there's no note or rest at the correct position in the target measure Finale does not copy the chord because there's nothing to attach it to. It would be useful to have an option that automatically creates an invisible rest in another layer for the chord to attach to.
