As far as I know, the non-linear key signature tool can't make a simple scale which uses B#.
The key-map simply doesn't understand it, since the first keyboard note (B#) is tied to C.

It's possible to make a non-linear key signature which uses B#, via a "cheat":
By using a custom clef you can make a 'C' look like a 'B#'.
Which version of Finale are you using?
