Make it easy to enter chords without putting in rest or notes.
I would enter chord mode, input it in my choice of methods, then click a duration to establish when it sounds.
When moving music, Finale can ask, would you like to move the chords as well. And there can be an option to lock the chord to the notes below-but after I've entered both.
