Could you be even more specific?
- what sort of tuplets?
- quintuplets?
- sextuplets?
- septuplets?
- Do the two tuplets begin on the same note?
Creating a compound tuplet is easy with the Speedy Entry Tool.
However, when the two tuplets begin on the same note, you may get a problem with, which tuplet should be the outer/inner tuplet.
Take a look at the attached Finale document which explains the problem, and provides a solution.

As Peter says, Speedy entry can handle nested tupets, but Simple entry can't do it as well. If you're using Simple entry, I suggest you turn off "check for extra notes" in the Simple entry options, then enter all the notes in the measure non-tupletized. Then switch to the separate Tuplet tool and add the tuplets from the innermost out by clicking on the first note of each tuplet and filling out the dialog accordingly.
