how to change note durations

I have a line of 32nd notes (2 measures worth) in 4/4. I'd like to change them all to 16th note tuplets instead, still fitting into the 2 measures. Can't figure out a way to do this without deleting the entire line and just re-writing them. I have many more of these I need to change, so it would be nice if there were a shortcut. Anyone know of one?

I am afraid I do not understand.
If you increase the duration of the notes as described in your post, and still want them to fit into 2 measures, then you will have to,
either
change the time signature according to the increased duration,
or
omit some of the notes (= loose some part of the melodic line).
But perhaps there is not any melodic line at all? (= are all the notes the same pitch?)
Please explain.

They are all 32nd notes currently. No melody. Basically, a scale in 3 octaves, up and down. Originally it ended with a half note at the end of the 2nd measure. I took the half note out and the 16th note tuplets should fit into the 2 measures evenly without changing the time signature, which is 4/4. I mean, it does fit, because the new items I am writing into Finale include the same tuplet figure fitting into the 2 measure slot where the old 32nd notes would have been. Does that make more sense?
So the original had all 32nd notes until the last 2 beats of the 2nd measure, which was a half note. I would like to delete the half note and only have the 16th note tuplets all the way through the entire 2 measures.

1) To delete the half note without getting the half note replaced by a half rest, de-select "Fill with Rests at End of Measure".
2) To change the note durations, I think that you can use one of Jari Williamson’s plug-ins, perhaps
JW Change or JW Meter and Rhythm.

(I know this is old but perhaps will be helpful)
Not sure what version you're running (or when they incorporated this) but in v2014.5 you can do exactly what you want w/o plugins.
Utilities > Change > Note durations
With your measures of 32nd notes selected either choose 50% or click on 16ths and apply.
I've found that expanding note durations beyond the bar is not very stable. Finale cannot handle expanding past a measure for some reason and everything spills underneath the next measure. Perhaps someone knows how to handle that? It's awkward trying to correct it.
