Can't Insert Notes

Last year I got a new PC and ever since when I had to install Finale on it, Garritan Instruments weren't working. Just recently, I was finally able to delete enough files and completely reinstall everything in the correct way to fix that issue.
But ever since then, I've lost the ability to insert notes and rests between other notes and rests with the Simple Entry tool. I'd always been able to insert notes with Finale 2012, then 2014, and now 2014.5 so I know that's a feature. I tried checking all my settings but nothing jumped out at me as a possible cause.
Before anyone suggests this, I have already read an answer for how to insert with the Speedy tool. However, that's useless to me since I don't like the Speedy tool.
It seems so simple, so I feel a bit silly, but I just can't figure it out. Could someone tell me the obvious?

When you say “inserting notes” you mean clicking them in with the mouse, right?

I've been especially careful to check if the measures have filled with rests at the end, and have even unchecked the setting that does that automatically just in case. Still nothing.
I'm hesitant to reinstall Finale since this is the first time after reinstalling and reinstalling and reinstalling... that Garritan sounds finally started working again. But while the lack of Garritan lowers the quality of sound in my arrangements, the lack of inserting notes makes the program so maddening that it's unusable.
So, if that's necessary, then I will do it. Do you suggest trying that next?

I agree, we need to see one of your misbehaving files. I can certainly mouse notes in, overfilling the measure.
In this example, I entered the quarter notes from the QWERTY keyboard, and them moused in the eighth note.

This first one is the first song that I had just started working on after my latest un- and re-installation of Finale 2014.5. (emphasis on the "just started" part, because I stopped working on it as soon as I realized I couldn't insert notes.) I tried a few more new documents with the same results.
And here's a second one as well. This was a song I started working on long before my latest un- and re-installation of Finale. I tried a few more old documents with the same results.

PunkUke, perhaps you could try to attach the Finale files the normal way on this forum and we will be able to look at them?
Edit: I found out how to look at your files, but had no problem inserting notes. Why not write them correctly from the start of the measure? You won't save much time by inserting what is missing afterwards. If you are not using extremely 'long' measures as 18/8 fx you could easily rewrite the whole measure you find faulty not wasting too much time.

No problem inserting using Finale 2014.5. If you've reinstalled, I'm afraid it sounds like pilot error. Are you sure you've turned off "check for extra notes"? Sounds like that's it to me.

I was unaware of the normal way, since the only thing that I saw was the url code insert button. Sorry for the confusion, though!
Because I use it for arranging music, not transcribing music that I've already arranged. That means that I can not write all the notes correctly from the start of the measure on the first try, and I have plenty of other mistakes to fix and changes to make throughout the whole process until the song is finished. I did turn off that setting with no luck, but I'll try it again, along with some other settings, before I reinstall it yet again.
