I would like the number "3" to appear on each tuplet or, at least, on the first tuplet or two of a long passage. I have been into the tuplet dialog box under the "Document" menu but the changes I make there are not appearing in my working file. Any ideas?

I suppose that you mean
Document menu > Document Options > Tuplets
- right?
There, in Document Options - Tuplets, the tuplet number settings affect the Default Appearance.
This means that all new tuplets will have the Default Appearance.
Already existing tuplets are not affected (= you can give already existing tuplets any appearance, and the Document Options will not destroy your work).
This is by design, and is what Finale users have requested.
To change already existing tuplets, switch to the Selection Tool, select the (tuplet) region, and go to
Utilities menu > Change > Tuplets…
