Playback ignores expression values

My first orchestral piece. 134 measures long, nine instruments plus a narrator.
I want the orchestra instrumental parts to be faster, Allegro =110, to move it along, and where the narrator speaks to be slower, Adagio = 80.
Form is: Instrumental intro, narrate verse 1, instrumental, verse 2, instrumental, verse 3, instrument outro.
So I want fast, slow, fast slow, etc.

I inserted the tempo expression marks using the [mf] button, edited the expressions, including playback tempo, and assigned them to the required measures.
Looks fine on paper.
Finale plays the piece at =110 no matter what.
Playback through VST
Tempo controls set to 110 although it I change that value it does not change playback pace.

Same effect using playback controls or space - left click.

Maybe I should just let the director set the speed with his baton?

Try the setting below. If that doesn't work, upload your file here if you can.

Another thing to try is Select All, then Edit/Clear Selected Items/MIDI data.

Neither gave the desired result.
"Chase" confused me!
I am also confused as to which settings stay with just the document and which apply to all subsequent edits.

Usually I can find the cause of this kind of behavior. So far, I can't pin it down. However, there is a workaround that will get you by, I think.

Edit the Score List 1, which is the one used for the Tempo category. Check all the staves for Parts in the definition, and now the tempos should work.

Since you are using compound meter, it is customary to have the dotted quarter note be the unit of value and not the quarter note. You might want to do that in your expressions.

Edit: I tried just checking (selecting) the Flute Staff for parts and this also fixes the behavior. Go figure. I don't know how that affects playback in the part alone, as I didn't test that.

It has something to do with the narrator staff. Delete it or move it down, and the tempos work.

I used a drum line for the narrator! Couldn't figure out how to show something that didn't play* and didn't take up too much space**. What is the best way to show a narrator? If I use a tenor , e.g. it plays those la-la noises.

* I have subsequently learnt that I can mute a staff.

**Is there a way to show just one line on a staff? - Figured out this one, too!

It's not the fact that it's a percussion staff that's causing the problem. Nor the rhythmic notation. I tried to replicate it in another file and couldn't. So I don't know what's causing it.

Just checking Narrator under Score in Score List 1 fixes it, too.

By the way, for 6/8 your tempo marks should be in terms of dotted quarters, not quarters.
