I found a way around it, but maybe someone knows a better way

There are a few ways. Hard to know which is better without knowing what you did!

Made the 16th tuplet on the 3rd beat, then dragged it to the end of measure, where I had the (square brackets) 8th tuplet made of rests. I have hidden some rests, then I created the (green) quarter rest with the Expression Tool. Pretty convoluted

That definitely was the hard way. If you create a triplet on beat 4 of 3 8ths in the space of 2 8ths, then, instead of an 8th after the quarter rest, create a new triplet by entering a 16th note, then creating a triplet with 3 16ths in place of 2.

That's the first thing I tried. Didn't work, and still doesn't

Just a suggestion-

I'd start the outer triplet with 2 eighth rests rather than a quarter rest, to clearly show the subdivision of the 4th beat.

The fastest way - using the Speedy Entry Tool’s sub-tool Tuplet Tool (Mac Finale):

(crosshair on beat 4)

1) ⌥1 (= Option-1, activates the Tuplet sub-Tool, and opens the Tuplet Definition which defaults to 3 Eighths in the space of 2 Eighths)

2) OK (shortcut ↩︎ = Return, or ⌅ = Enter)

3) Enter the quarter rest (shortcut ⇧⌥5 = Shift-Option-5)
(to, instead enter an eighth rest: ⇧⌥4)

4) ⌥3 (= Option-3, activates the Tuplet sub-Tool, and defines the following tuplet as a 3:2 triplet, based on the following rhytmical value - in this case a 16th)

5) 3 (enters the first 16th)

6) 3 (enters the second 16th)

7) 3 (enters the third 16th)

Switch to the (main) Tuplet Tool to adjust the outer triplet.
Click the beginning of the outer triplet (= the rest), to make a handle appear.
You can context-click the handle, to get a (Tuplet-) context menu.

Nested tuplets are easier in Speedy. I gave my instruction for those who use Simple, as more users tend to use that. In Simple, one needs to go outside the tool to the Tuplet Tool to do a nested tuplet, from my recollection.

Really appreciate the walk through! My problem is with the last 16th tuplet, when I add it I get this:

Try turning off "Check for Extra Notes". However, to not manifest the bug you see, use the mouse to enter the 3 16ths. Finale has some buggy behavior. There are other approaches one can use. For example, enter the half rest and then set up the 4th beat nested tuplet on what is the 3rd beat. Then, when done, go back and insert the 3rd beat rest, thus shifting the tuplet to the 4th beat.
