As you can see from the attached I am having some trouble
with the arpeggio in meas.2 and 3. I can't figure out how to
input the desired result, which should be as follows:
The arpeggio should start, preferably at the end of m.2,
left hand: C-E-G then right hand: C-E-G-C. In other words
eight notes in succession. And the little notes will be tied
to the chords in m.3. I would like the arpeggio to fully
appear in meas.2. I'm not sure if the culprit is cursor placement
or what.

1. enter the grace notes in the top staff starting with the last one, the high C, and then the rest going backwards toward the first E.
2. move the left hand ones to the lower staff with the note mover
3. break the beam and add the ties in speedy
4. Adjust the ties as wanted with the tie tool

Excellent! I have succeeded with your steps 1-3 but I have trouble with step 4 "tie tool."
I don't see any "tie tool." So I have the notes tied nicely, but I don't see how to
change their direction.

The Tie Tool is in the Special Tools Palette.
To flip a tie, on Mac, in Speedy, position the cursor on the note and type Cmd+F.
