How can I write two head notes in one stem?

This is an example of what I want to write:

The look in your picture is a little more work to do than the one in my picture.

I moved one of the noteheads to the right with Special Tools/Notehead Position Tool. I then dragged the Accidental to the right with the Accidental Mover Tool. Lastly, I added the extra stem with the Smart Shape Tool.

There is the Double/Split Stem tool, but I couldn't figure out the "split" part.

That tool is not for this kind of split. Finale doesn't have any built in options to do this type of "split" stem.

Rather than “split” it is sometimes called splayed stemming.
