I think I did this maybe 10 years ago, and I've forgotten how now.
I can't get the beaming to work with 16ths, can't get it with hiding alternate 16th note rests, and also tried doing it with 16th note tuplets with 11ths in the first bar.

It is sometimes called bariolage - or alternating stems.

Rather than hide the rests, you need to move them off the page. A plug-in will help with this (JW Change, or Move Rests).

For the beams, you can try setting the document option "extend secondary beams over rests," but that can have unwanted consequences in other situations (like when there is a broken beam). Better to use the beam extension tool to extend the two 16 beams inward toward each other, overlapping a bit so it will survive measure spacing change.

Edit: Peter beat me to it.
