Mixed time signatures in same system

I'm trying to copy (for personal use) part of a piece by Benjamin Britten which has mixed time signatures within the same system:
I haven't been able to find a way to do this in Finale 2014. Can anyone help?- Peter Thomsen

Only the top staff has Independent Time Signature selected in the Staff Attributes.
In the top staff I changed only the “display” time signature (to 6/4), while maintaining the “real” time signature.
The notes in 6/4 are entered as triplets: 3 Quarters in the space of 2 Quarters
But the triplets display “Nothing” for both the Number and the Bracket.
