Is there a way to put in piano cue notes into an instrumental part? I just need to make the piano notes smaller than regular-sized notes.

There is a cue-notes plug-in that will do all the necessary work for you. Look in the manual for details. Of course, without going to extraordinary ends, you can only cue one staff of the piano part.

Where do you find these plug-ins? Whenever I look under Plug-ins on the menu bar, all that comes up is a bunch of blank menus.

That's where they should be. Sounds like Finale wasn't installed correctly.
