I am creating work sheets for my music students and want to have the time signature appear at the beginning of each new line of these pages.
I can't figure out how to insert the time signature onto these lines.
I'm not changing the time signature on any each line, I just want each line to start with the same 4/4.
Please help. Thank you.

Welcome to the forum!

Take a look at the attached Finale document.
Is this what you mean?

Yes! The time signature is included at the beginning of each new line. The only difference is that I use one stave instead of the system of two (I'm a drum set teacher).

There are two elements in this trick.

First of all:
I recommend that you lock all the systems.
This will make sure that the first measure in a system does not “re-flow”, e. g. up to the end of the previous system.

Both elements in this trick are done with the Measure Tool:

1) Double-click the first measure in a system.
The dialog box Measure Attributes appears.
In the pop up menu Time Signature, choose “Always Show”.

2) Double-click the last measure in the previous system.
Select the option “Hide Cautionary Clefs, Key and Time Signatures”.
While you are here, you might also want to select a “Final Barline” for the measure’s right barline.

I think I am trying to achieve the same, but when I follow the instructions, I get a time signature in every single bar instead of just the first bar of every system. Is there any way to get only the first bar of each system to display a time signature, and likewise to get the last bar of every system to display a double final bar line? Or do I have to do this manually?

P. S.: I tried to create this for the first system and copy that to the rest, but that didn’t work. Finale 27.4.110 on Win10 x64.

I don't think there's an automatic way, but you can make doing it manually easy. DO THIS AT THE VERY END OF YOUR PROJECT, after entering all music, etc.

First, lock all systems. In the Selection tool, select all, and press L.

Next, switch to the Measure tool (all measures should still be selected). Double-click on the first measure, and set these settings (Always show, Hide cautionaries):

You should now see a time signature in every measure. Then go to the Staff tool, double-click on the first measure, and suppress time signatures by unchecking Time Signatures:

Finally, pick Define Staff Styles from the Staff menu, click New, and create a staff style to show time signatures (check that one box):

Now assign your new staff style a metatool, say the letter T, buy pressing Shift+T and picking your staff style from the list. Now you can quickly click on the first measure of each system to select it, and press T (lowercase), which will turn the time signature back on.
