I mean in in the image attached. In the image all are in black, of course

Enter the first 16ths in Staff 2, Layer 1.
Then, move the first 16th into Staff 1.

I see now the way is done, very clear your answer.
But for some reason the step
"move the first 16th into Staff 1"
doesn't work for me.
I select Layer 1/ click note mover tool/ select the little square on the first C#/ Drag upwards
and ...nothing happens

1) In staff 2 you have not entered the Layer 2 notes.
Before using the Note Mover Tool, complete Layer 2, to make the Layer 1 notes flip the stems upwards.
2) These steps work for me:
Switch to Layer 1,
Click the Note Mover Tool,
Click in staff 2, in the first measure (handles appear on the Layer 1 notes),
Drag the first note’s handle up into staff 1 (drag so high up that the handle comes inside the 5 staff-lines of staff 1).
Before using the Note Mover Tool, complete Layer 2, to make the Layer 1 notes flip the stems upwards.

I didn't know that

I always tried to drag only to the place the note should go. I've been doing wrongly for years!!! my God!!!
