There is a way to do this with the Measure Tool, but you're usually better off by "faking it" with a different technique. First of all, insert a second measure right before the one you're trying to split. Then use the Time Signature Tool to change the time signature of those two measures so that they total the value of one measure (make the time split be in the groupings you want). In the Time Signature dialog box, click the options button and choose "Use Different Time Signature for Display." Keep it on what the normal time signature is so that this change doesn't appear in the music. Now fill up the two measures with the notes. The measure numbers will now be off by one, so select the Measure Tool and go to Measure (menu) >> Measure Numbers >> Edit Regions. Add a new region. Make the initial region only cover the measures up to the first of your two "fake" measures. Make the second region continue on from the first measure after your two fake measures.
