Whenever I try to delete measure #1 the score seems in disorder

After deleting the first measure, try select Al, then respace (Ctl+4).

I did "Clear All Items" for that stack and it worked. If you do this you'll have to put the tempo mark back in, as well as the instructions.

The systems are locked, so deleting measure 1 may result in wider spacing in that system, but I wouldn't call it "disorder." If you have "Automatic update layout" and/or "Automatic music spacing" turned off, you shouldn't.
